New York’s CCRB releases full database of NYPD disciplinary records online

Mar. 5—STATEN ISLAND, N.Y. — After a long-fought battle, the Civilian Complaint Review Board (CCRB) released a comprehensive database that includes the board’s history of about 83,000 complaints filed against NYPD police officers.

“The repeal of New York State Civil Rights Law Section 50-a — one of the most restrictive police secrecy laws in the country — was a landmark moment for New Yorkers,” said CCRB Chair Fred Davie. “The court’s decision to affirm the repeal of 50-a and vacate the stay is the right one, and I am proud the CCRB has acted quickly to once again provide New Yorkers with greater transparency.”

Civil Rights Law Section 50-a protected the disciplinary records of officers from public disclosure, but earlier in 2020 state lawmakers repealed it.

In August 2020, the New York Civil Liberties Union (NYCLU) released 323,911 accusations of misconduct against 81,550 active or former NYPD officers after the Second Circuit lifted an order preventing the NYCLU from releasing the records and permitted the records to be posted.

The newly searchable database does not include “allegations of misconduct that fall outside of the CCRB’s jurisdiction,” the CCRB website indicates.

Users can search by command, rank, first and last name.

Mayor Bill de Blasio first announced the launch of the database in June of 2020, saying that “for the nation’s largest police force to take these actions sends a message, not only to the people of this city, but to people all over this country, that we can do things very differently.”
