K-9 unit locates, arrests suspect who used bear pepper spray on officer at traffic stop

Lake Oswego Police arrested a Portland-area man at around 5 a.m. Monday after he allegedly doused an officer with pepper spray and then tried to escape.

LOPD Lt. Darryl Wrisley said Bill Paul Anderson, 46, was pulled over at about 4:30 a.m. for a traffic violation at Carman Drive and Fieldstone Drive, near the western city limits of Lake Oswego. As LOPD Officer Josh Price approached the vehicle, Wrisley said, Anderson allegedly reached out of the car’s window and sprayed him with “bear pepper spray” before driving away.

“Another officer who was on scene went after him and located him later on Boones Ferry Road,” Wrisley told The Review. “He followed him for a short distance until he could get backup officers, and then they started a pursuit over on McEwan (Road).”

Wrisley said Anderson abandoned his car near Don Lee Way and fled on foot into the Rosewood neighborhood, jumping over a residential fence into a backyard. West Linn Police and the Washington County Sheriff’s Office helped set up a containment area, and a K9 unit from Tigard was called in to help track down Anderson.

The K9 unit located the suspect hiding in a shed, Wrisley said. Anderson was taken into custody “without further incident” and lodged at the Clackamas County Jail, where he faces charges of Assaulting a Public Safety Officer, Unlawful Use of an Electrical Stun Gun, Tear Gas or Mace in the First Degree and Attempting to Elude a Police Officer.

Price was treated by AMR paramedics, although he suffered no serious injuries.

Wrisley said records show two residences for Anderson – one in Southeast Portland and the other in Lake Oswego’s Mountain Park neighborhood. In addition to the new charges, he said, Anderson had multiple outstanding warrants when he was arrested for failing to appear on charges that range from driving while suspended/revoked to forgery and meth possession. He was being held Monday on $115,000 bail.
