Footage from the dashcam video that captured a handcuffed woman stealing a police cruiser has been released.
She plows through a car to escape and leads police on a high speed chase where she eventually tries to abandon the vehicle and get away on foot. In the video you can see her hands still cuffed behind her back as she runs away.
