A New York man was arrested three times in under seven hours, thanks to the state’s new bail reform laws.

The “catch and release” policies, which have come under fire by law enforcement in the Empire State, have led to cases such as the one regarding Scott Nolan, who was released with appearance tickets yesterday.

The Troy Police Union has criticized the policies for tying up police resources.

According to CBS6, Nolan had committed shoplifting, assault between 9AM and 4PM. By 4:30, he committed second degree attempted assault and third degree criminal possession of a weapon after attacking a man with a brick.

The third attack kept him in custody, and he remains in jail.

Nolan’s criminal history spans 50 pages in all.
