Police chief releases bodycam of the officer-involved shooting that led to officer’s arrest in Florida

The bodycam footage from the day after Christmas that involved Titusville police officer Joshua Payne and 40-year-old James Lowery has been released.

Officer Payne was responding to a call about a woman being violently assaulted when he saw James Lowery, whose appearance was similar to the suspect’s described appearance in a 911 call.

Payne was able to stop Lowery before he fled, leading to a foot pursuit, which ended in Lowery dying after being shot in the head.

Payne was holding his Taser in one hand and his firearm in the other during the case. When he attempted to use his Taser it didn’t work.

When Lowery jumped a gate Lowery fired both his gun and his Taser at the same time, according to investigators.

“[Payne] found himself in a tense, uncertain, and rapidly evolving situation -in which he violated department policy and acted outside department training,” the City of Titusville said in a statement.

Following a Florida Department of Law Enforcement investigation, 29-year-old Joshua Payne was arrested for manslaughter.
