UPDATE: During the 4:40pm (EST) press conference it was revealed by Douglas County Sheriff John Hanlin that the shooter was a 20-year-old male, and he is deceased.  The Oregon Attorney General is reporting that the number killed stands at 13, not 15 as reported earlier.

The New York Times is reporting that a witness, Kortney Moore, 18, “watched as her teacher was shot in the head. The gunman was inside the building at that point, she said, and was ordering people to get on the ground.”  Moore also told the Times that “the man asked people to stand up and state their religion, and then he began firing.”
