Bipartisan bill makes it a felony and federal crime for cruelty to animals

CNN, the PACT Act allows for people to be prosecuted for crushing, drowning, suffocating, burning and impaling animals, as well as sexually exploiting them.

In addition, the bill will also allow the feds to prosecute offenders if the act takes place on federal property.

Those convicted of violating the PACT Act would face felony charges, fines and up to seven years behind bars. The bill has been endorsed by the National Sheriffs Association and the Fraternal Order of Police.
